Can a licensed contractor for construction hire someone to over see a construction project?

Let's say person A has a general contractor license. Let's say person B works for person A. Let's say person B deals with the whole construction project, makes estimates, signs paperwork with landlord, apply for city permits... but person B does NOT have a contractor license. Is this legal? Can person A hire an employee to oversee all the operations for a major construction project? I guess what I am asking is. Is it legal for a licensed contractor to hire unlicensed contractor? If so, what can the unlicensed contractor actually do? Can he oversee the whole operation?

  1. yes, the licensed contractor can do this, but the contractor is responsible for the project and the actions or errors of his employee
